Drafting Constitution & By-Laws

The following are the provisions which must be included in every constitution (and by-laws) of a campus-based student organization prior to its approval by the DSA Director:

  1. The organization renounces hazing and initiation ceremonies of any kind that will tend to degrade the dignity of the individual or discredit the good name of the Institute, as a pre-requisite for membership. (This shall be placed preferably on a provision which speaks of MEMBERSHIP.)
  2. Regular members of the organization are limited only to bonafide students of MSU-IIT.
  3. That there is a COMELEC to supervise the elections, including the manner of choosing the members of the COMELEC and its Chairman.
  4. Qualifications of the key officers to be elected.
  5. The election of officers shall be done during a specific period (example: every February or within the first month of the first semester, etc.) including the manner of electing the officers (may it be by secret balloting or by raising of hands, etc.).
  6. The organization must have a faculty adviser who must have a permanent status of appointment at the time of his designation.
  7. The funds of the organization including those derive from membership dues shall be deposited with the MSU-IIT Coop or with a reputable bank in Iligan City with the organization.s President or Treasurer and Faculty Adviser as signatories to all withdrawals.
  8. This constitution of (name of organization) will become effective only after approval by the Director of Department of Student Affairs and after ratification by the majority members of the organization.
  9. Any amendment to the constitution and by-laws will become effective only after approval by the Director of Student Affairs and after ratification by the majority members of the organization.
  10. (One of the obligations of the President) The President shall submit a report of past activities, in chronological order, financial condition and such other matters affecting the organization to the Department of Student Affairs at the end of the semester or school-year.
  11. (One of the obligations of the Treasurer) The Treasurer shall submit an annual/semestral financial report to the Department of Student Affairs, with the approval of the President and the Faculty Adviser.
  12. That the general membership must be called to a meeting for purposes of consultation and/or adopting a proposed assessment fee and the corresponding budget proposal for the semester or school-year, as the case may be. When approved by the general membership and authorized by DSA, the assessment fee may be collected either during the regular registration period or within the semester.

To the organizers of new organizations:

Have your proposed constitution (and by-laws) edited first by a competent editor, preferably by someone who have been teaching English subjects before you submit it to DSA for approval. Attach certification from the Editor.
